I think, to better put it:

Is the LOTUS world on a 1 to 1 scale with the real world? - i.e. 1 metre in LOTUS is equal to 1 metre in the real world

Are the roads in real-time scale in terms of distance? For example, if it takes one hour to get from A to B in real-life on a bus, will it be one hour in LOTUS too. That's 1.1 scale.
