How I can make something like this in Lotus? These traffic lights are attached to catenaries so they kind of "hang" in the air.

Since the wires are not moving, you can simply put them there on the right height and position. Or what do you mean?

Probably if they implement wind, then there may be a "LOTUS" way ... :n)

If the traffic lamp is configured that way, it has attach points (which usually they do, at their mounting points at their back), you can click on them when placing the wires, so it's much easier than to place them correctly (though if you place them in 2D view, it's not that hard).
But otherwise yes, you just place the wires and the lamp wherever you like, and that's it.
