In the opensource trafficlight files the TrafficLight_Car1.lob is not openable by thrid parties.
Closed file in opensource folder.

You can also use TrafficLight_1_bg_car_std.lob (thats nearly Similar).

This file is deprecated, that's the reason why I did not set it to public domain.
